Teaming

Bring us the scope you don't want to carry.

We team three ways, and each one starts with the same question: which sections of this PWS do we each genuinely own? We would rather scope a fit honestly than win an award we struggle to perform.

For primes

Facilities scope, subcontracted

On large base support contracts we take the civil engineering operations and maintenance, project execution, environmental, and logistics support scope while you focus on your core capability. You get a subcontractor that reports on time and documents everything.

For 8(a), NHO, and JV partners

Set-aside partnership

You hold the set-aside eligibility and the customer relationship. We bring facilities past performance, contract administration depth, and proposal support. Workshare gets defined by PWS section before anything is submitted.

For local trade firms

Subcontract under APEX

Perform the trade work you are already good at without building a federal compliance department. We handle contract administration, invoicing, reporting, and government coordination.

For established commercial firms

APEX as your federal front door

You have decades of commercial capability and no federal machinery. We become your federal business development and government interface arm — capture, proposals, contract administration, and the KO and COR relationship — while your teams keep doing what they are known for. This is how our current mechanical and IT partners work with us today.

The delivery network

The capability behind the Control Tower.

The Control Tower model: one point of accountability directing the whole operation — contract administration, compliance, QC, and reporting stay with APEX while crews execute below.

APEX pairs its own crews and contract machinery with established delivery partners under exclusive federal-interface arrangements. We describe them here by capability; they are named in proposals and capability briefings, where a teaming agreement makes the relationship concrete. APEX holds quality control, contract administration, and the government relationship across everything the team delivers.

Mechanical and design-build partner

Heavy commercial HVAC, operating since 1968

A Hawaiʻi design-build mechanical contractor with more than five decades in the Pacific: chiller plant service and complete compressor and motor overhauls on Trane centrifugal machines, commercial refrigeration, sheet metal fabrication, fire sprinkler systems, plumbing, and backflow testing — with 24/7 emergency response.

Their service record spans mission-critical federal intelligence sites, Navy facilities, more than one hundred county public-safety and municipal facilities, state healthcare campuses, and new military construction, including full mechanical trades on aircraft hangar and barracks projects.

Enterprise IT partner

Global software and cloud engineering at scale

A global technology firm founded in 1993 with more than three thousand engineers serving clients in over thirty countries: software development, cloud migration and managed cloud, data and AI, QA, and application management — an AWS Advanced Tier Services Partner and Microsoft Solutions Partner.

Delivery quality is certified, not asserted: CMMI-DEV Maturity Level 5, ISO 27001, ISO 9001, and SOC 2 Type II, with a North American arm providing local engagement and project governance. APEX runs their federal business development and all government interface.

Partner identities, certifications, and project sheets are provided in proposals and briefings under teaming agreement or NDA.

How a teaming conversation actually goes

Team reviewing drawings around a table
Workshare gets mapped section by section before anything is submitted.
1

Scope split, on paper

We map the PWS section by section and mark who performs what. Sections neither of us can cover get named as gaps rather than papered over.

2

Past performance match

We identify which of our active contracts is a relevant citation for the evaluation criteria, and what it does and does not prove.

3

Agreement and workshare

Teaming agreement, workshare percentages, and the limitations on subcontracting math checked against the set-aside type.

4

Proposal support

We write our own technical and management volumes for our scope, including staffing approach, QC plan, and transition plan.

5

Execution

If we win, our field tooling stands up for the new contract and your team gets status without chasing it.

Who does what, in writing

This is the split we run today. It is the answer to the question every subcontractor actually has, which is how much federal paperwork lands on them.

How the model reduces risk

Accountability

One name on the contract

APEX is the single point of accountability to the KO and COR for performance. Nobody has to work out who to call.

Controls

The same systems every time

Quality control, reporting, compliance flow-downs, and change management run identically across every subcontractor on the contract.

Speed

Issues resolve before they escalate

Defined communication channels, escalation procedures, and documentation protocols keep problems from becoming disputes.

What we look for in a partner

Clear eligibility, a real customer relationship or a genuine competitive position, and a willingness to define workshare before submission rather than after award. If a pursuit does not have those three, we will say so early instead of consuming your capture budget.
