Hourly consulting sessions focused on helping Hawaii manufacturers create actionable growth plans. Typical discussion topics include:

- Market entry strategies, including target agencies, NAICS alignment, and competitive positioning
- Go-to-market planning, partnership identification, and teaming strategies
- Financial modeling, pricing strategies, and revenue forecasting for government work
- Risk assessment, compliance planning, and scaling operations for federal contracts
- Workforce planning, past performance building, and long-term federal growth strategy
Client Based Market Research Report & Analysis ($800)
- Client based market research report specific for client and federal analysis report to determine if moving forward in the government space makes sense for the respective company.
- Includes 3 hours of consulting support services related to market research analysis, System for Award Management (SAM) registration, and next steps.
GSA MAS Application / Onboarding & Support ($12,500)
- Full end-to-end support for the GSA MAS Schedule application process (typically 9–12 months from start to finish).
- Includes comprehensive training and overview of the GSA MAS program.
- Covers the complete application process with ongoing support.
- Includes one full year of post-award contract maintenance and administration support.
- We will train the client’s internal employee so they can manage the MAS schedule contract independently starting in Year 2.
- Payment Terms: 50% paid upfront / 50% paid upon successful GSA MAS contract award.
Federal/State Business Development & Capture (8–12% Commission Only)
When our partner/client is acting as the prime contractor, APEX provides complete commission-based support with payment earned only upon successful contract award. Services include:
- Identify and vet high-value federal/state opportunities via SAM.gov, agency forecasts, GSA eBuy, FPDS.gov, and USAspending data
- Develop full capture strategy, win themes, and teaming recommendations
- Draft, edit, and manage entire proposal responses (technical, management, past performance, and pricing volumes)
- Ensure full FAR compliance, formatting, and responsiveness to solicitation requirements
- Build and strengthen past performance narratives using our GSA/Amentum expertise
- Provide pricing strategy, cost/price analysis, and proposal pricing support
- Conduct color reviews (pink, red, gold teams) and final quality control
- Facilitate submission through SAM.gov or agency portals and handle any post-submission clarifications
APEX Prime Contractor Management & Oversight (12–18%)
When APEX Pro Services acts as the prime contractor, the 12–18% fee covers our complete APEX Control Tower Model — full strategic oversight so clients and subs focus on execution. This includes:
- Full contract administration and government interface (KO/COR communications)
- Quality control inspections, performance monitoring, and compliance oversight
- Complete reporting, invoicing, and payment processing
- Compliance flow-downs, risk management, and change control
- Proposal development support, capture strategy, and teaming coordination
- Past performance building and SAM.gov / system management
- Subcontractor management and performance oversight
- All administrative red-tape handling, documentation, and audit readiness
- Training and knowledge transfer to client team for long-term independence
